Why couldn't they just leave the place a barren flood-zone...It was a lot easier to get by on 288 back then, so yeah...why couldn't they?There is no planning down there whatsoever. One road (518) in and out. I was going into the Silverlake Wal-Mart shopping center area a few years ago when it wasn't really built up and I was living in Alvin.
