If you don't already know, the Congress for New Urbanism volunteered en masse to conduct charettes and draw up plans for post-Katrina redevelopment along the Mississippi Gulf Coast. The plans are now available at http://www.mississippirenewal.com/info/plansReports.html

There is a lot to see, but here are some highlights:

The transportation plan includes a passenger rail connection to the north and light rail line along the coast.

There are individual plans for each city. Gulfport is the largest.

If you look at the legend in that zoning map you'll notice it's not based on land use. It is instead form-based. To understand form-based codes you need only understand the Transect.
