I checked out a few town homes this past weekend.

Why do some communities have detention ponds while others do not?

In the City of Houston, you can either pay a fee or provide on-site water detention, with legal or economic thresholds on the scale of the development generally being the guidepost for the developer. Also, in some cases detention is the more cost-effective way of keeping living area above the flood plain.
