New York's new Subway in the sky

A Subway restaurant has been built into a shipping container and placed on top of the Freedom Tower/One World Trade Center so that steelworkers can have lunch without having to go all the way back down to the ground.

Is that a steel-framed structure? I was under the impression that poured concrete is now the preferred method, especially since the WTC's basically melted.
