editor Posted January 15, 2005 Share Posted January 15, 2005 Everyone in Houston is talking about the new program designed to keep Houston freeways moving. Not to be confused with the earlier motorist assistance program (M.A.P.) which was free of charge and designed to keep the freeways moving, the safe-clear towing program takes it to an all new level. Like any other new ordinance there have been start-up difficulties and confusion, but the real confusion seems to belong to those responsible for putting the program together.
