Hmm from the rendering it makes it look like its right next door to the Sovereign yet they say this is at the corner of W. Dallas and Dunlavy.
Agreed.
I believe that rendering is Phase II, next door to The Sovereign.

The tower crane is being taken down this morning.

Interesting. There is a house and some town homes that open to Rochow.
They are doing one side at time.
Also adding parallel parking on the east side of Rochow, as well as widening and lowering it.

They are going to start on street replacement on Rochow between Clay and Dallas in the morning.

That is the crane that was being used on the Sovereign before the tower crane was erected. I believe it is now being used for loading items that are constructed and moved to the Sovereign site.
As far as what is being built there, I think that is just a mock-up for the outside finishing of the Sovereign.

Well, I finally spoke to someone at JE Dunn.
They are not going to bury the lines down Rochow, only down W. Dallas between Rochow and Rosine.
They current road construction on Rochow should be complete in 2 weeks.
They also said that they are going to do a full street replacement on Rochow, but not until Feb '14.

Where did you hear that?
It's not so much what I have been told, but:
Through a pioneering Development Agreement from the City and Tax Increment Zone 5, Regent Square and The Sovereign will be reimbursed for critical improvements to the public infrastructure in the area. These improvements will include burying overhead utilities, upgrading drainage in the area and creating wide pedestrian-friendly sidewalks with mature street trees.And that the city and JE Dunn surveyors have been marking the poles and lines down W Dallas and Rochow for the last 2 weeks.

They are supposed to be burying the lines on West Dallas and the lines down Rochow.

That's correct. That is an empty lot, and Allen House Apartments.
The block is bordered on the South with town homes and on the southeast by The Piedmont.
It was always supposed be part of phase 2 of Regent, but my guess is that they reversed the phases.

Where did you hear about that location?
The 8 JE Dunn trailers have been there for awhile. They moved all the trailers out last week and left an empty lot. I talked to one of the people that were moving out and they said a high rise was coming, but had no further information.

I have noticed the employees at the JE Dunn offices located on the corner of Rochow and West Dallas are moving out.

I received this email from an assistant VP at JE Dunn this morning.
It was in response to a question on if the project is still happening.
"Off site utility work is scheduled to begin late summer or early fall of this year. The main project is schedule for late summer or early fall of next year. The country's banking situation is to blame for the delays to date. Hopefully things will continue to improve allowing the project may start sooner than later (maybe second quarter of 2010)." -

What I was told (a long time ago), was that Phase I was The Sovereign and Phase II was the tower next to the Sovereign.
