The trolleys and the waterway boats are indeed operated by Brazos Transit Authority. For more info, try this link: http://www.btd.org/Waterway.htm The trolleys do live in The Woodlands, though. I see them most days parked at the Sawdust park and ride. And all of the BTD vehicles I have experienced seem to be VERY well air conditioned.
