The Great Hizzy!
Of the successful downtowns and urban areas I am familiar with, I cannot think of ANY that got there by offering free parking. If downtown develops with plenty of activities and residences and attractions, people will find parking, even if they have to pay for it. OR, they will park free along a rail line and ride the train into downtown.Just last weekend I cheated and parked over by Luby's near the Smithland's station and took the train up to downtown (I had to visit both the Med Center before heading on up so I decided to kill two birds with one stone). A lot of people attending the rodeo take advantage of the free meters downtown in the evening and then take the train down to Reliant Park. Or they pay $2.00 at one of the cheap-O lots and take the train down rather than pay $10 or $15 at Reliant Park. There are ways to get around fees!
