Blue Dogs Posted January 25, 2016 Share Posted January 25, 2016 With Gene Locke (2009 candidate for Houston Mayor) being appointed as the interim County Commissioner of Precinct 1 by Harris County Judge Ed Emmett [R] last week. Locke is serving out the remainder of the term of the late El Franco Lee (D), who died suddenly on January 3rd. Longtime State Senator Rodney Ellis (D-Houston), who's represented the 13th District in the TX State Senate since 1990, has announced he's running for County Commissioner despite remaining on the ballot for TX State Senator District 13. Others planning on campaigning for the position include District D City Councilman Dwight Boykins (D), District B City Councilman Jerry Davis (D) & District K City Councilman Larry Green (D).
