Many of those wires are due to the fact that Muni (San Fran's transit agency) uses a lot of trolley buses. All of the streets that the trolley buses run on are covered with overhead wires. Several streets also have street-running light rail and streetcars which also add to the wires. And I don't think San Francisco has much in the way of underground electric and phone cables.
