I work right near there. Since November or December, it's been a free parking lot since the pay boxes had been taken out. So I knew that they would start working on the new fire station pretty soon.

If you're talking about the lot between Pierce and St. Joseph Parkway, then I believe it's a new fire station. http://www.houstontx.gov/fire/firestations/station8.html
