I quoted Janelle Gbur, Texas Department of Transportation Houston District spokeswoman, as saying the state is keeping the cost low by having the contractor remove only the top 2 inches of existing pavement, "keeping most of the existing road bed in place" prior to laying a fresh coat.This prompted Jimmy Parsons of Baytown to e-mail me with his concern that more pavement was being displaced in some segments."I travel that stretch several times a week, and it looks to me like you could lose a small truck in some of the excavations where old pavement has been removed," he wrote. "Maybe the TxDOT spokesperson misspoke, or maybe for once the state is getting a really good deal from paving contractors."Turns out there is an exception to the 2-inch rule: All of the pavement is being torn up and replaced where the freeway passes under another road. Gbur explained this is necessary to maintain the existing profile grades and vertical clearances.Q: When will Metro start writing tickets to drivers in the HOV lane without a passenger?
