Highrise Tower
The history of the beginning of Houston is slightly confusing. There was 4 or 5 City Hall and Market Houses. They kept burning down. I've been meaning to sit down and study this. Maybe one day I'll learn more about it. Any of the HAIF Historians know more? George E. Dickey & Co. designed (this particular) building in 1902.
EspersonBuildings
I don't know too much but agree, there were several City Halls/Market Houses in the beginning. I believe this one in its final years was a bus station with the top of the towers being removed.
Brooklyn173
I suggest going on a Preservation Houston walking tour (they have a ton of them, pretty much one a month). I have found several of the downtown tours especially interesting. 2

George E. Dickey & Co. designed (this particular) building in 1902. Looks like there were 3 iterations at Market Square:. The third (the 1902 building shown above) was used as a bus station, but also destroyed by fire in 1960. From the City’s website: “From 1841 to 1939, Houston municipal government was headquartered at Old Market Square, on a site donated to the City by Houston's founder, the Allen brothers. The City Hall on Market Square was destroyed by fire in the 1870's, and again in 1901, and rebuilt each time. “ Edited August 25 by Houston19514 1
