Will trying to change Texas law and hire 18-10 year olds…….help?

ABC13 interviewed both Mayor and new Chief on wanting to hire 18-19 year olds even though Texas says 21 is minimum age.

i want to know 2hat others thought about that

 

guess the written article didn’t get that far- regrets

I think they were referring to the typo in the title?

I watched the mayor’s press conference and he acknowledged that the age to carry a firearm is 21 in Texas.  He said they would look into that (at least that’s what I remember).

The discussion re: recruiting local kids to HPD starts at the 31/32:00 min. mark…

I admit this “suggestion” didn’t get a whole lot of spin.

However, I was always curious about what would be the impact of taking those “veteran “ police from desk duty, parking lot existing duty, motorcade/protection of Mayor, parking infraction enforcement, speed trap etc and all those other “non beat cop duties” and instead replace with new recruits (21 year olds? Probably 1/2 salary.) 

Would putting those experienced cops back on beat patrol……would that have an impact on Houston crime? 
 

Also- what’s up…..that the number of HPD patrol people  has dropped to the point that there are too few for 2 to be assigned to one patrol car— now it’s one per car— so it’s a matter of waiting till two show up at a crime event before anything goes forward. It’s hard for me to put  together and process that; but it sounded as if that was what was explained at August Central 1&2 PIP.

Much of the desk work is already done by civilians.  Directing parking lot traffic is actually done by off duty officers from departments all over the place picking up a side gig, and the downtown parking enforcement is by a separate group; IDK if they're sworn peace officers or not, but I doubt that they are.  Two cops to a car hasn't been a thing in Houston for a very long time.  Bottom line, the department has been under funded and under staffed for ages, and like a lot of the other systematic disinvestment in infrastructure it's going to take a lot of time and $$$$$ to fix.

Okay—

I guess, my experience with those manning HPD desks was a little different

I do understand “side gigs” but the times of the traffic stuff to inload and outload parking garages seems both early morning, lunch  as well after work

-But the 2 cops to a car was talked about -this- month……there was further discussion about the car fleet wasn’t up “ where it should be” and all those decibel meters that were put in lots of patrol cars are missing or not functional— only one seems availed if your calling in to report noise violation— then discussion went on to disclose how difficult it is to recruit and keep the people who answer 9-1-1 calls. That part of Q&A brought a huge number of antidotes from the audience over botched 9-1-1 experiences.

yes- money will be needed to get more bodies in patrol cars but I don’t think the price.    ( 1/2 salaried HPD 21 year olds) is worth the money saved—

The Mayor talked about building coalitions between other policing agencies to act as stop gap— what happened to those ideas?

How long can whining about the tiny police force go before some kind of a solution is found?

I get to view monthly crime stats that I am skeptical of—- Houston needs to get a handle on crime— getting a younger police force; doesn’t really scream solution to me.
