There are a lot of local rules that don't apply to TxDOT because of the status of the agency. Local storm water quality (SWQ) requirments for Harris County and the City of Houston don't apply even to new projects. Storm water detention rules do apply to some extent.

TxDOT noise rules are internally developed based on AASHTO guidlines for highway development in the US. Kind of a standard for the Country that DOTD's work from.
