I was thinking more in terms of classroom and equipment damage rather than mere inconvenience.
You mentioned the old TI/HP facility on 290;
According to flood maps recently released a good portion of the parking lot is in the flood zone. HP spent millions completely rebuilding and adding drainaige to the parking lot, of which TI had none. The building is not in the flood zone.
I have seen a "train of dump trucks" literally change the elevation of property in weeks... and it would seem that with a 6-700,000 sq ft facility on the HCAD tax rolls for less than $8 million dollars that raising a parking lot 1-2 feet would be a lot less than a new facility; if you look next door in one direction you will see a new High SChool as less than a 2 foot elevation difference and METRO is building a park and ride lot on the NW corner of the property....

How deep was the water? THe level of the lot appears to be about the same as the new HighSchool across the street and the shopping centers on BArker Cypress on the east side of the tract????
