They must be about to start work on the Phase 2 restaurant shell buildings at the corner of Navigation and Canal..  The above permit is for Building 3, and permit 21095117 was issued last year for Building 2.  Here are the old TDLR filings.

  5. What is going on with this?  This article from January said they are supposed to start construction by March.

"CleanCapital originally promised to begin work on the community solar array by the end of 2023. That deadline has been extended as the project seeks funding from the U.S. Department of Energy, Icken said.  The company’s new deadline for beginning construction is March 21. Before that time, Icken said, developers hope to hammer out how locals can tap into solar power."

Google Maps doesn't know where this address is and I think it will be a park at the Lockwood South project which has plans for a park section and the permit say Buffalo Bayou Partnership who owns the land.

The Buffalo Bayou East 10-Year Plan mentions "Street name change of unimproved Foley Street to Marron Park Way".  "New or enhanced public streets connecting to the Park: Marron Park Way; Lockwood Drive (to Harrisburg Blvd.); Navigation Greenway (Lockwood Dr. to Mack St.)"
