Yes, likely, they are a type of storm water detention system that is under ground instead of an open pond so you can build on top of it, maximizing building area.

This building will go on the Southeast Corner of the lot, right at the intersection of I-10 feeder and Gessner.  If you look on Page 2 of this thread at Urbanizer's post, you can see lot "B" in the Variance.  That is this building.

This is further confirmed by the construction fence they erected and are currently finishing around this part of the property...

This will be The District at Memorial.

Builder is Big Red Dog construction.  I emailed their marketing who confirmed it was a "multi-family project with about 327 apartment units, a structured parking garage and roof-top pool".

I eventually found a link to a press release by Simpson Property Group, LP.
