I checked the Binz Building in a couple of 1929 sources I own.
I have the Houston page from the 1929 Nirenstein's Preferred Business Real Estate Atlas Of US Cities. The Interurban Cafe. is shown at 1007. Is it possible that the cafe might be short for cafeteria? Did the name change at some point to Interurban Buffet?
I also have the 1929 edition of Bracey's Block Maps which is less informative by only listing the owners, not any of the businesses.
I'll try to find my references from the 1940's and see if they have more information.

Yeah in the late 90s it was the Stock Exchange (and this document calls it the Stock Exchange in Wall Street: http://legacy.library.ucsf.edu/documentStore/b/d/h/bdh14c00/Sbdh14c00.pdf)
Wallstreet was operating as 3 clubs in one. Piggy Bank was the pub/live music venue in front, the upper level in the back was a top 40 dance club (if I remember correctly that was Stock Exchange), and there was a country western bar in the middle (I think it was called Easy Money).

That's it. I was depending on Google for the address, which was wrong.
After the theatre shut down (early 80's, if I remember correctly), it was a night club --Coconuts for a while, then Premier, and some others. The Chinese food place moved in around 2000.

There was a theatre at 16640 El Camino Real. The same building that had Oriental Gourmet.

The Hydroponic Garden Fiesta was located at the corner of FM 528 and the Gulf Freeway in Webster. Per a discussion I once had with one of the managers, the city of Webster would not allow Fiesta to have the sidewalk vendors like their other stores. So they made room for the vendors inside, at the front of the store.
It was Fiesta's attempt at a Hypermart at over 200,000 sq. ft., however it focused heavily on groceries.
