Connector ramp that was never built and never needed...

If you are on the 59N to I10W connector ramp, you will see a green roadway sign that is blocked off and from google, you can see the beginnings of a ramp that appear to never have been built...

Even those the exit name is blocked off, you can tell there is a letter 'y' in the title of the road. My guess is that it was intended to exit to either Elysian St or to Lyons St.

Does anyone know what was to become of this ramp and why it was never finished?

I always imagined that it would be the future connection to the Hardy Toll Road extension.

There seem to be quite a few of these around the city, though. Some I would imagine that be future connections (EastTex to BW8), but some I wonder if they were blunders that wore caught at the time of construction.

Yeah, there was one on 45 for the longest time, but it ended up connecting to beltway 8 in Greenspoint.
