New Harris County Landscape Regulations

In November of 2005, Harris County passed new Landscape regulations that mirrored the City of Houston's which required landscaping for all new single-family residences and commercial developments in unincorporated areas of Harris County. City and county regulations also prohibit removal of trees within rights of way and impose special requirements for large trees. Houses on lots that are smaller than 5,000 square feet must have one tree; two trees are required if the lot is larger. Trees must be 1.5 caliper inches or larger. It also gives incentives for developers to retain larger trees.

I've seen numerous developments in the past 6 months that do not appear to be in compliance with this new ordinance? Is the County choosing not to enforce this? What gives?
