Cap Parks Over I-69

The City of Houston has renderings of the proposed Cap Parks over the soon-to-be-trenched I-69 at Fannin, Caroline, and Almeda at the link below:

The buildings in the rendering are speculative and subject to Rice University's plans.

Given Houston's climate, are cap parks really a good idea in case the freeway floods and they need to do aerial rescue?

Could these also include ideas of what the Innovation Distrcit Master Plan is? There is clearly a plan for the Wheeler Transit Center and just north of it are multiple buildings where the Sears is at.
