Houston General Plan

Sounds awesome! We desperately need some city planning...

City Council on Wednesday could approve Houston's first-ever "general plan," a guiding document for the city's growth that virtually all other major cities already have in some form and that local planners and many community leaders have long championed to little political avail.

If the council signs off, Houston would have its first policy template for the city's growth. For more than a year, local planners and neighborhood leaders have worked to outline broad long-term goals for Plan Houston, such as regional mobility, sufficient affordable housing and community access to parks and public spaces.

Advocates say the plan formalizes a vision for Houston and will allow the nation's fourth largest city to be more deliberate in where and how new development is built, for instance.

During a public hearing last week, City Council members also raised concerns about whether the plan could be paid for or enforced, and whether it is too general to be constructive. Houston's lack of zoning means the plan will have to be implemented by some other means, likely through specific policies set by the council.

Mayor Annise Parker said the concerns are fair, but the document is intended to be a starting point.
