It does appear to be a mutlifamily project, but you cannot tell how many stories. Looks to be a bit larger than the typical Houston wrap apartment complex. Basically everything except for the paved area on the northern half of the site is in the 100-yr flood plain, which restricts what a developer can reasonably build here.
