Well, we already have some dude taking a dump in yards in the Heights...

...to be honest, I thought this was some sort of proposal to allow public nudity a la San Francisco.

How would we handle it? Depends on which part of town. It could range from laughter and derision to  violence to apathy.

nearly naked is a pretty vague term. I mean, are we talking the guy is just wearing a sock? Some people whose normal jogging attire could be described as nearly naked. Certainly yoga pants leave little enough to the imagination so as to be nearly naked (not that I complain!).

 

maybe he's wearing a banana hammock in the shape of a flamingo?

 

Anyway, if being nearly naked and confronting strangers is wrong, I don't want to be right, that's all I'm saying.

I wouldn't want to be confronted by a nearly naked man, but if it's a nearly naked woman, that's a different story. :P

Well... women are "nearly" naked when in swimsuits far more so than most men (the above picture not withstanding).

 

I guess it depends on the suburb or part of town as it could end up being target practice if he rang the wrong doorbell (and that can certainly be used as a double entendre :D ).

Further to that thought, in some other parts of town nobody would likely notice (and not just the Memorial Park running trails).
