Now that we are naming areas of downtown proper, we'll also need to rebrand EaDo to the more geographically accurate SoEaDo so we can free up the EaDo moniker for area around Discovery Green and Minute Maid.

 

I'll propose DoDo (Downtown Downtown) for the very center.

It's too bad the park didn't take up the entire block. It's such a Houston thing for a tiny park in Downtown have a big parking lot attached to it. 

 

I wonder if the DRA tried to acquire that parcel but couldn't, or if they intentionally left it there because of Houston's ridiculous minimum parking requirements.

A few details that I learned:

  • They were only able to acquire a 30 year lease on the good year property and the parking lot at the corner of Leeland and San Jacinto.  The land is owned by a trust that won't let them sell it but they can do a lease.
  • The Southern Texas College of Law didn't want to give up their parking lot to let this be a full block park - the current plan is a fence between it and the park.
  • The project is already fully funded by the Downtown Redevelopment Authority
  • Goodyear's lease is up in March, and they expect construction on the park to start in April.
  • They're targeting a Summer 2020 opening date.

One thing we know with absolute certainty:  It had/has nothing to do with any minimum parking requirements. (There are no minimum parking requirements in downtown Houston.)

I believe the lot is owned by South Texas law school. Apparently they didn't want to sell.

Apparently bids came in above budget. Looks like the ground breaking will be delayed:

Southern Downtown Park: Following public advertisement (July 16-30, 2020) for contractor procurement, two valid proposals were submitted on August 20, 2020 per the competitive sealed proposal method. A 5-member evaluation panel reviewed both proposals. Based on the evaluation process, staff presented its recommendation for the preferred general contractor to the Authority’s Capital Projects Committee (CPC) on September 3, 2020, which subsequently directed staff and consultants to initiate a value engineering process with the contractor, as both proposals received exceed the project’s budget. Staff and the preferred contractor were not able to achieve sufficient savings during the VE process. Upon advisement from the CPC, the Authority intends to re-bid the project later in 2020 which results in the project construction and final delivery being postponed, likely during 1Q 2021 but the specific project timeline has not been finalized as of this memo.

Here is some info from the TIRZ regarding this project:

 

 

The Southern Downtown Park is a 2021 capital improvement project of the Downtown Redevelopment Authority.  Bidding documents are currently out to contractors, with bids due January 25th.  If all goes well, we will seek board approval on February 9th to enter agreement with contractor who provides the best proposal, with an estimated one-year construction schedule to commence in early March / final completion in early April 2022
