At first glance, it's hardly big enough for a row of portable potties much less a highrise. It seems like if I was the developer, I'd want a full city block or at least half of one. What a developer is concerned with is delivering a finished product that provides a return on the land. If the land costs a certain amount, they need to come up with something to build so that the value of the building when all is finished is greater than the sum total of the land, the construction cost, and the soft costs, with room for a reasonable profit. With a small site, there are going to be constraints in the parking garage, constraints in rentable floor area due to room taken up by the elevator core, etc., so you are going to have to build a pretty tall building (with some pretty high rents) to get a return on the land cost. I mean where else could they possibly go. But I was also looking in the parking garage next door to see if they might set up in there.This makes more sense as long as they have someone spotting for trains as they cross.
