It is public information at COH Plat Tracker.  Every time a developer wants to build closer than the normally required setback, they need to submit a variance request with the city.

 

This is often the case with developments inside the loop, particularly Midtown, East End, etc which are trying to become a more pedestrian friendly area.

 

There can also be other reasons why the developer would need a variance of course.
