COH wants to "get out of the Jail business"

Joint City/County Inmate Processing Examined

The Mayor provided the Council with an update on the City of Houston's efforts to create a joint processing inmate center with Harris County. This is part of the city’s overall goal of getting out of the jail business and making the booking of prisoners more efficient. A consultant will be hired to determine the general size, shape, location and projected price tag of the proposed center. The city and county will split the cost of the study and you can expect to see that authorization on council agenda next week.

Does that mean the downtown jails will be relocated?

No.  At least not most of them.  The bulk of the downtown jail space is county, with one federal and I think one state jail.  I believe the City Jail is across the bayou and freeway at 61 Riesner Street.

I think it more likely means the city plans to put its prisoners in the county jails.

 

This is exactly what it means. One of the main jobs of the County Sheriff is to run the County Jail. He does so generally well and efficiently. City police are mainly there to patrol and arrest. Having a city jail and a county jail is duplication of effort. Better to pay the County to take city prisoners than try to run a city jail inefficiently.
