Architectural styles outside USA

Does anyone have any opinions on why we seem to shy away from styles that aren't more daring? At least in high rise buildings for sure. South America has been doing "odd" designs for decades. I know we tend to build outwards in our larger cities, verses upwards, all the more to have an intersting building. This would be one example. I do like it's ability to catch your eye, so to speak.
