Looks like there's not a downtown TIRZ..there's a market square one, an east downtown one, and a midtown one. It didn't seem like that big of a deal at the time (considering we have seen "workers" there before) but maybe something really is happening. No idea what the guy was doing, though When I was by I noticed workers as well in the garage section. Looked like some sort of plumbing/sewerage work since there was water flowing out.
