Giant Magellan Telescope (GMT) in Texas

The ground-based GMT will be more powerful than Hubble, and perhaps Hubble's successor, for one reason: it has a huge mirror (80 effective feet in diameter). Problem with ground-based telescopes, even large ones, is the Earth's atmosphere.

The James Web Space Telescope (JWST) is the successor to the Hubble Space Telescope (HST), and will be space-based:

That's where they plan to build it. UT and A&M are just announcing that they want to help fund its construction, not build it in Texas. They are hoping to own 10% of it if they can raise $55 million.
