Downtown CBD / Areas Outside Of Uptown

Congratulations. It's been a while since a highrise has gone up in Dallas. Although, I'm not quite clear; is this inside the loop formed by Woodall Rogers, North Central, Stemmons and RL Thornton?

Inside the loop. They're planning four or five 20-something towers for the whole development - 300,000 - 400,000 sq for 7-11 offices, condos, retail. I'm sure every detail will be attended, but it sure would be nice to get another building in Dallas over 500'.

Victory is taking shape. Hillwood just gave a big press release with all the projections under construction. Currently phase II with the W Hotel and Mayfields developments are under construcion. Completion of phase II and phase III is set for 2006. W will open next year. Here is a link to the fly threw:

......The six-building second phase, which delivers in May 2006, consists of 600 residential units, 175,000 sf of retail, 120,000 sf of office space, a one-acre park and the W. The three-building third phase will have another 280 apartments and condos, 135,000 sf of retail and 600,000 sf of office space. Hillwood has amassed a powerful roster of partners, including Gatehouse Capital and Hicks Holdings LLC, the teammates for the W, the catalyst for getting the seven-year plan off the drawing board."

Well any of you that may be watching some of the events unfold in Dallas may have just heard about the Mercantile Building redo negotiations come to end with a negative result. Huge disappointment. HOWEVER, the day after that announcement we got another announcement of a new project near city hall. Essentially, a condo conversion with 30,000 sq ft of retail just a couple of blocks from the Merc. It can be very exciting and very fustrating hearing of development news in Dallas. Sad about the Merc (4th try to redevelop it so far), but exciting to hear of the new project.

Downtown building in line for makeover

" A developer who is planning a $150 million makeover for a vacant building across from Dallas City Hall is preparing to apply for $27 million in city funding, according to a source close to deal.....

....request city tax incentives comes on the heels of the Mercantile deal that fell apart on Wednesday. Cleveland-based Forest City Enterprises called off negotiations with city officials in a dispute over city funding. The company was seeking upwards of $60 million in tax incentives for a project that would have converted the Mercantile National Bank on Main Street into a retail and residential complex.....

Now, a Canada-based developer has plans to transform a vacant building, 500 S. Ervay St., into a 350-unit condominium project with 30,000 square feet of ground-floor retail. A hotel component could also be part of the complex....."

Here is some "eye candy" for what is currently being built at Victory Dallas. The W is already substantially on its way, while a huge pit for the foundations for the lower buildings has already been excavted with the bases of the sky cranes but in place. This film clip shows the "phase II" of the construction of Victory. Just click on the link below. Click on projects. Then click on Victory Development on the left-hand menu. Then click on video in the lower right hand screen and sit back/watch. Its about a 3 min clip showing all the building being built. They include the W, the terrace apts (7 stories), the icon diagonally across from the W, the new building flanking the American Airlines center, and a new 45 story office/residential tower next to the W.

"Over 1,000 people came out to celebrate the explosive grand opening of the Dallas Power and Light Building on Thursday, June 9, including DP&L Flats, 158 luxury residential rental units, and Fuse, a texasian restaurant, bar and lounge. The evening included a sampling of the FUSE menu, cocktails on the 12,000 square foot roof deck and tours of the DP&L luxury flats. The entire DP&L complex is made up of three buildings at 1512 and 1506 Commerce. 1512 Commerce was originally constructed in 1903 as a five-story warehouse, and has since undergone periodic remodels and an addition of 9 stories. apparently ZOM and other residential developers are looking serious at downtown. They site the shrinking uptown land and soaring prices. Great job with zoning and attracting so much to Uptown is leading to a downtown boom. I think most thought East Dallas would boom more first before downtown really kicked it up. Looks like downtown will be the next Uptown.

Its 'front door' will be Flora Street. "We are working on construction details right now and plan to break ground in July," said Lucy Billingsley, whose firm is building the $100 million project at Flora and Routh streets...."

"We're going to do a hell of a good job in Dallas," David Levey, Forest City's executive vice president, said Tuesday. "And our deeds will be as strong as our words.".... The total project may cost upward of a quarter-billion dollars.

Mr. Levey said that despite the project's complexity and a near breakdown in negotiations with city officials last month, "we're confident, and we're moving forward."...."

Man, to hear people talk about it here in Texas, you'd think that prior to 1990, Dallas was the most snobbish, ostentatious burg ever. I wish I was living here in Texas back then to see for myself. As for these days, Big D seems about normal for large cities in terms of how they treat each other. Most of it fine, some of it bad, some of it exceptional.

Anyway, back to the real topic:

Unfortunately, there seems to be an odd disconnect between DT Dallas and the surrounding neighborhoods. It's very weird, in fact. Even with the growth of Uptown and the opening stages of Victory, there seems to be a pretty noticeable disconnect. And let's not talk about east of DT (Deep Ellum and her sisters) or the areas to the south and west. The wide Trinity Greenbelt is a major contributor, I think, to this overall feeling of disconnect from the core, and I think it's a very good thing that the Trinity River Project is being pushed. Helps give the core more of a relationship to other parts of the city. The one thing about Midtown in Houston, even with its not-quite-ready-for-primetime status, it feels like a quick offshoot of DT, especially along the western portions. I think much of it is because there is not the large geographic and psychological barrier of a Trinity River Greenbelt. If Buffalo Bayou flowed south of downtown and north of Midtown, that disconnect would more or less be there as well. Though, I could be wrong.

Nevertheless, this current disconnect in DT Dalls is only how it appears to me at present. I'm sure that as Victory expands and the 7-11 project gets moving, that disconnect, at least to the north of DT Dallas, will dissipate.

A couple more. The Hunt tower near the Arts District is looking like it will be breaking ground real soon. They have marked off a grid around the site and believe they will start demo soon.

Cirque (formerly the Icon) in Victory has broken ground, they are drilling the piers as we speak. They have just raised the crane on another building infront of the AAC. This is to the pair of building with the enormous LED screens around the plaza.

We do have an announcement on the Madrian Hotel. Unofficial, but think this will become official. Victory is not taking announcements lightly with their project. Also you may be interested that Madrian is entering into Texas in both the Houston market and Dallas market.

Starck is about to break ground. If you want to see more on Victory(majority of activity in downtown right now) go to www.victorypark.com. Here you will find links to the W, Terrace, The House (Starck's). The thing with Victory is they are having a delivery time schedule for each one of its developments. Starck I believe is to be the transition between this current phase and the next phase in Victory.

Downtown-

- Old Red should begin replinshing its clock tower with the interior refurbish coming to an end.

- We have a new underground parking garages shaping up (a 6 story pit has been dug). This garage will be a new connection to the West End from JFK Memorial. The garage will be underneath with an ornate plaza/waterfountains on top.

On Main, we are waiting to see them start going vertical on a new residential tower that will attach to a building currently under renovation. Two different architects - so scheduling is an issue

Forest City and City of Dallas have come to a resolution on the Mercantile building and that will begin demolition either December or early next year.

First Calatrava Bridge Ground breaking is around December 15. I'll follow up as that draws closer.

Is Victory and AA Center included in downtown's numbers? It sure sounds like it from that article.

Formerly it does not, and the count is only of whats open. The Dallas Comprehensive plan and Urban Land Institute talk about 10,000 residents in the CBD not including Victory. The number of 2,200 residents currently downtown represents CBD only. Last fall at a lecture series (sponsored by City of Dallas) with the planner who helped plan Portland, announced a goal of 10,000 residents for what Dallas should be concentrating on for a critical mass. I don't think the lecturer was Peter Calthorpe, but some connection to him. TThey are hoping to achive this by 2015, if I remember correclty. The media fuzzes things up. But the article is addresses what they are hoping will happen to the West End as an effect of what is being built adjacent to it in Victory.

It's going to be really interesting to follow what happens to downtown Dallas during the next couple of years. A lot of things are coming together to invigorate a new and thoroughly urban environment in the North Texas suburban population center.

As Houston and Dallas both grow deeper urban roots, I think a lot of the energy spent on the rivalry between the cities will be transfered to exploration. While I think it will be years before either metro has enough "city" to keep the attention of a serious urban dweller, proximity to each other will help satisfy the itch.

The art deco Tower Petroleum Building and the mid-century modern Corrigan Tower have previously been considered for residential conversion.

A partnership headed by Dallas investor Rita Scarfo bought the two buildings, according to Dallas County deed records. .."
