Just discovered this site and have been enjoying these Montrose threads over morning coffee... 2 comments come to mind: If it is so flood prone as to be worthy of abandonment, why the heck are they putting a big Muslim center there and what is expected to part the waters? I am assuming that at this location the flood wall scheme being used in the med center would not be adequate. As to the utility/shoddy building discussion, I am not so pessimistic. It doesn't do anything if a nice older structure has been wiped to make room, but look at how the market speaks to buildings like the Metropolis (West Gray) versus Tremont Tower (Westheimer). "The people" seem to get it. They don't want to live in ugly, crappy places. Success motive alone should lead a developer by the nose to better decision making.
