    Many of the "proposed" retailers are located in other centers owned by this developer, so they have likely expressed very strong interest, if not committed to the project already.

    May not want to put too much stock in the first few sales. Oftentimes, the first few are to related parties at deeply discounted prices. Contractors, business associates, etc.

    Note, the Housing & Community Development report shows a date of Feb 2012. Hamilton Apts applied for competitive low income tax credits in 2012 and again in 2013, failing to secure such tax credits in either year. An application was not submitted in 2014. Accordingly, it does not appear to be financed with low income tax credits.
