My biggest issue with the homeless downtown is the drug problem, and in particular Kush.  I would say that every third time I catch the Red Line going south after 8:00 pm at Central Station I am offered drugs.  Last week there were cops there running people off for smoking Kush on the platform, but they are back the next day.  Over the holiday, I took the train to the UH game, and there was a completely deranged woman that got on yelling at everyone.  Most people got up and moved to the other end of the train.  The conductor eventually stopped the train and said he would call the cops if she didn't get off.  She got off at the next stop, and then jumped in front of the train to scare the conductor.  She then walked over to the SE corner of Herman Park, which I understand is now affectionately referred to as Kush Park.  My brother-in-law visiting from New York got the pleasure of explaining to my 6-year old nephew what drugs are, why people abuse them, etc.  

     

    The drug/homeless problem along the rail line in downtown, wheeler station, and the SE corner of Herman Park needs to be addressed if the city wants to continue to take steps forward to be seen as a world class city.

  2. you're literally out of touch if you dont think theres not a issue. I work in the health care field day in and day out and work with numerous mental health care facilities and own a decent business myself. Theres issues with the homeless/pan handlers that need to be addressed. I am in no way saying lets throw them all in jail or some other bogus, im saying that theres needs to be ways to reform the way we look at them. We need to create more shelters for them so that the ones that really do want want to get help can. As a city we can not continue to look at the homeless people as its not a issue and simply glance past it. Some of these homeless people have serious mental conditions and which law enforcement and others need to be better trained for.

     

    We need to have a better law enforcement presence Main like more bicycle cops and better lightening which the above poster said is being addressed. Im not saying that we need to exterminate the homelss or whatever you're trying to twist my words to, im saying its a PROBLEM ON HAND. We as a city can not stop overlooking it. That stretch on main from bell all the way to rusk is the worst stretch after 8pm and ive had buddys who are cops saying theres always numerous robbery and theft but they simply dont have the resources.

  3. A php is a partial healthcare program that people with mental illness go to during the day time. This is for patients that do not have a immediate danger to society but need help on a daily basis. The phps have to have licensed therapists and psycratist that have goals and plan of actions for each patient.

    A person who typically recieves disability usually lives in a personal care home or group home. In these facilities the php sends a van each day to pick up the qualified patients to bring them to the facility. This eliminates the need for transportation to be provided as medicare does not provide payment for transportation. Also the house manager or whoever ensures that each patient is recieves their medicines and all food is supplied as well. If something happens with the patient that is urgent they notify the php.

    I work with numerous phps and am a partner in a clinic that does "home visits" to these facilitys so I'm well aware of what the process is. There is help out there for people who really need it. The issue is that after paying a potion of your disability to the group home you do not have enough money to buy alcohol and drugs so some street people would rather not go to these places.
