HOUSTON — The walls, painted blue and yellow, are accented with inspirational words: “HOPE. BELIEVE. DREAM. FAITH.” Shelves and cubbies line one wall, stacked with toys and books. The room has a television and a limited supply of board games. Cribs are set up next door for napping infants.
