Hermann Square became a public park in 1914, about 25 years before city hall was built on the western edge. The square was lined with huge live oak trees with landscaping provided around a reflection basin. City benefactor George Hermann once permitted his laborers to sleep off their hangover in this block, which he believed was cheaper than bailing them all out of jail. When Hermann donated the land for a park, he insisted on a provision permitting people to sleep in the park. Then and now, HPD officers do not prohibit sleeping in this park for fear of violating Hermann's terms. (Sloan Collection.)
