Baytown’s San Jacinto Mall has been purchased by a partnership led by Fidelis Realty Partners, which will redevelop the property and return it “to its dominance as the pre-eminent retail and shopping venue in east Houston,” the developer announced late Thursday.

Fidelis expects to demolish all or a at least a large portion of the 1.2 million-square-foot mall and build an open-air center of about 1 million square feet.

Fidelis said it will work with the mall’s existing anchor stores, Macy’s, JCPenney and Sears, on the redevelopment. Those stores own their own buildings.

It is expected to take about three years to prepare the mall for demolition and then another two years to redevelop the property. The mall is on a 107-site at the southwest corner of Interstate 10 and Garth Road.

“Many of the existing merchants in the mall have done a great job of providing products and services to the customer base, and are thriving in spite of the mall’s deferred maintenance.  We certainly hope these merchants want to stay in the redevelopment.” stated Lynn Davis, head of leasing for Fidelis.

The mall is approximately 70 percent occupied.

The mall was built in 1981, but it wasn’t renovated over the years and lost tenants, the developer said in a statement.

Was there ever a grocery store at the original Gulfgate Mall? I grew up on the north side of Houston and we never ventured south of downtown for shopping. There was a Weingarten's at the Northline Mall I remember distinctly. It was off a side corridor at one end of the mall. Of course, it had an entrance from the parking lot as well.

Iron Tiger, was the grocery at Gulfgate also a Weingarten's? The only others in the city at the time I can think of are Lewis & Coker and Henke.

 

By the way, it would seem having a grocery store at the revived San Jacinto Mall would be a good thing. I hope it all works out.

Clinkscales: Fidelis buying San Jacinto Mall is, in my opinion, the best thing to happen to that site and for the city. San Jacinto Mall has not been successful as an enclosed mall. It has been just sitting there, deteriorating, for years. It’s at the southwest corner of I-10 and Garth Road, a great location. Fidelis plans to scrape the Mall and start all over to create a power center. I understand that the first pad on Garth Road is going to be a HEB grocery store.  Fidelis is also bringing junior and big box retailers into the site.  A 20-acre tract to the west of the mall just went under contract to another developer who will bring restaurants and mixed use to that site.   There are other developments going on the east side of Baytown at this time. Activity is good.

Houston-based Fidelis Realty Partners is starting to make major progress on its plan to turn Baytown's San Jacinto Mall into an outdoor retail and lifestyle center called San Jacinto Marketplace.

 

The developer bought the mall in July 2015 from California-based investment firm Triyar. From the outset, Fidelis said it planned to completely redevelop the mall and eventually build a 1 million-square-foot open-air center on the property. But plans were never intended to be implemented overnight. At the time, Fidelis expected it would take three years to prepare the mall for demolition and another two years to redevelop the property.

 

Demolition of the former Ward’s and Bealls buildings began in April 2016 and were completed within the estimated three-month time period. Now, Fidelis has begun demolishing the main mall structure to move forward with the property's larger transformation, according to a June 28 press release from the company.

According to a marketing brochure from Fidelis, J.C. Penney (NYSE: JCP) and Macy's (NYSE: M) will remain anchor tenants at San Jacinto Marketplace. In addition to 1.1 million square feet of retail, plans also include 80,000 square feet of office space, 20 restaurants and a festival and concert space the size of two football fields, Fidelis confirmed. The project's first phase is expected be complete around Christmas 2020.

 

Bellaire-based Boucher Design Group is the architect on the San Jacinto Marketplace project, and Houston-based LaGrone Services Ltd. is the general contractor, Fidelis confirmed.

"It’s a big step forward for the City of Baytown and Fidelis Partners LLC regarding the old San Jacinto Mall, now envisioned as the San Jacinto Marketplace.

During Thursday’s City Council meeting, City Council approved a new economic development agreement that will use sales tax rebates to incentivize the highest quality of development.

Mayor Brandon Capetillo said, “We know this agreement has been a long time coming. This project has been seven years in the making, but we had to get it right.”

The City did not own any property within the project area. Fidelis owned most of the property, and as of April, the company now owns all of the 105 acres.

Alan Hassenflu, President and CEO of Fidelis, said, “It’s been a long and winding road for us.”

He added, “We intend to bring a great project to the City of Baytown. That’s our goal. The beauty, as I stand here today, is that we own all 105 acres. We haven’t been able to say that until this year. Now that we have full control, we can do a master plan.”

This agreement replaces a previous agreement that was approved in 2015. Changes were needed due to changes in the market. Also, as part of the agreement, the City received $3.25 million back as part of the previous contract."

According to the 380 agreement with the city, the plan for this was drastically scaled back.  Or maybe the development agreement only covers a portion of the property, phase 1.  The agreement calls for 450K SF of retail.  No multifam, hotels, office from the original plan.

I figured this might be a good place to put this - part of the land for this development may be targeted for use as a multipurpose venue or arena. So far, it's only been given the working title "Project Vector" by the city of Baytown. The city is engaging landowners and possible partners currently, and has worked with the Houston Sports Authority for consultation on development for what kind of facility may work best there. Proposals are due tomorrow while a feasibility & market analysis is expected by August.

The most recent article says new construction at the old mall site should be underway soon.
