Johnson Space Center remains closed

As recovery and cleanup operations continue, NASA's Johnson Space Center remains closed until late this week or next Monday, September 22.

MESSAGE FROM CITY OF LA PORTE

This is Ron Bottoms, City Manager of the City of La Porte. As the city begins recovery from Hurricane Ike, I would like to warn citizens of potential contractor scams.

The City has begun normal garbage pickup on regularly scheduled routes for household garbage.

If you have debris from your property it will need to be placed on the side of the street. City contractors will begin removal of debris shortly. Debris placed on the sides of streets will need to be separated into four groups as follows: normal household garbage, Construction & Demolition materials, Vegetative debris, and appliances. This is crucial to ensure fast and efficient clean up of the city.

PETS

The Disaster Animal Management Task Force would like to remind citizens that there will be many lost and displaced pets after Hurricane Ike. While human nature makes us want to help animals in need, people should be careful when dealing with lost, frightened and potentially contaminated pets. Citizens are encouraged to call their local animal control agency to report lost or aggressive animals. Animal Control Officers will be back out on the streets searching for lost pets as soon as it's safe. Citizens should leave animal rescue to people trained in handling frightened or aggressive animals.

If you have been impacted by Hurricane Ike and you have pets of your own, here are some tips for after the storm.

. Check your home and fences for damage. Loose fences may not properly confine a frightened, disoriented pet. Damaged windows could injure or allow a pet to escape your home.

. Check your yard and pastures for trash that could injure your pet or livestock.

. If you have lost a pet, don't wait! Contact your local animal control agency. Animal Control Officers will be out in neighborhoods rescuing lost or loose pets. You can also call your local animal control agency to report loose or aggressive animals after the storm.

. If someone found a pet they may have taken it to a local animal welfare shelter. Be sure to call those shelters as well.

. Remember, intrruption of regular routines is stressful on pets as well as people. You may notice behavior changes, loss of appetite, or other signs of stress. During disaster events our schedules frequently change. We change what we eat and when. As much as possible, keep you pet on his regular schedule and his regular food. Don't feed him people food and make sure he has a quiet, safe place to rest. If behavior problems or other signs of stress persist, or become worrisome, contact your veterinarian.

There are currently two animal-friendly shelters for those who have been displaced by Hurricane Ike:

1st United Methodist Church of Humble

800 Main St.

Humble, Texas 77338

And

Lamb of God Lutheran Church

1400 FM 1960 East Bypass

Humble, Texas 77338

The Houston SPCA has launched the Animal Rescue line to report lost or found animals and to report animal related information. The Animal Rescue line will remain open until 6:00 pm today and 10:00 am to 6:00 pm in the following days. The Pet Hotline phone number is 713-861-0161.

The Houston SPCA will also be accepting injured wildlife at the shelter (900 Portway Drive) through their partnership with Wildlife Rehabilitation and Education.

CONTINENTAL AIRLINES HAVING SUCCESS WITH HOUSTON HUB REACTIVATION

. continental.com provides latest flight information and operations summary

. Passengers and airport employees not affected by Houston curfew

. Employees from other locations fly to Houston to assist co-workers at hub

HOUSTON, Sept. 15, 2008 - Continental Airlines (NYSE: CAL) has resumed a comprehensive flight schedule at its Houston hub at Bush Intercontinental Airport (IAH) in the aftermath of Hurricane Ike. All terminals at the airport are functioning, and Continental is providing frequent flights for travelers originating, arriving or connecting at IAH.

Today Continental (including mainline, Continental Express and Continental Connection) has more than 500 departures (and an equal number of arrivals) scheduled at the Houston hub. Continental employees from other domestic locations have flown into Houston to assist their co-workers in resuming operations at the IAH hub. Normal operations are also continuing at the carrier's other hubs.

Taxi availability at IAH is plentiful, and the Houston Airport System is reopening its consolidated rental car facility today. Travelers should check on hotel accommodations in Houston unless they already have confirmed arrangements.

Weekend Operations During Hurricane

Houston-based Continental succeeded in operating globally throughout the hurricane thanks to effective advance preparations. The airline's operations center was temporarily relocated away from downtown Houston in accordance with the business continuity plan. On Saturday and Sunday, although the Houston hub was closed due to the hurricane, the remainder of Continental's system operated extremely well. During the two-day period, 84.1 percent of Continental flights arrived on time and the airline had only three cancellations unrelated to the storm.

In a message yesterday to Continental's 44,000 employees, nearly 20,000 of them Houston-based, Larry Kellner, Continental's chairman and CEO said, "I know that my co-workers have gone through many sacrifices and hardships to try to return their personal lives to normalcy after Hurricane Ike, and they've helped each other and our customers in that effort. I want to thank them for all they've done. I also want to thank our customers, many of whom are sharing the same personal and professional challenges, for taking the time and effort to express their understanding and gratitude to our team. As always, make sure your personal safety and the safety of our co-workers and customers is your top priority."

Passengers and Airport Employees Not Affected by Curfew

The Mayor's Office of Public Safety and Homeland Security has informed Continental that the curfew currently in effect for the city does not apply to customers or employees driving or being driven to and from IAH.

Check Flight Status at continental.com

Customers are encouraged to check the status of their flight at continental.com before going to the airport. There will be modified food service on some flights.

Change Flights Easily at continental.com

Customers booked on flights to, from or through the Houston hub and in the affected region are permitted a one-time date or time change to their itinerary without penalty for rescheduled travel. If a flight has been canceled, a refund in the original form of payment may be requested. Complete details are available at continental.com. The fastest and most convenient way to change travel plans is via continental.com.

Customers should enter their confirmation number and last name in "Manage Reservations."

Customers may also call Continental Airlines reservations at 800-525-0280 or their travel agent.

continental.com provides an overview of Continental operations as well as up-to-date information

regarding the status of specific flights. Automated flight status information is also available at 800-784-4444.

Transitional Housing Assistance Available For Texas Evacuees With Inaccessible Or Unlivable Homes

AUSTIN, Texas -- The Department of Homeland Security's Federal Emergency Management Agency (FEMA), at the request of the State of Texas, will activate its transitional sheltering initiative to allow eligible Ike evacuees from Texas, who cannot return to their homes, to stay in hotels or motels until it is safe for them go home.

FEMA will pay for the lodging directly to hotels and motels. A listing of participating hotels is available online at www.FEMAEvacHotels.com.

This assistance is intended to provide a more appropriate extended sheltering environment to evacuees who cannot return home because their neighborhoods are inaccessible or because their homes are unlivable due to damage or lack of power. The initial period of assistance is from September 14, 2008 to October 14, 2008. This program will not reimburse applicants for previously incurred hotel expenses. Applicants are responsible for their own meals and for any lodging costs above the authorized allowance

"Many hotels in eastern Texas are already booked, therefore we recommend that everyone already in a hotel remain until local officials advise it is safe to go home." said Sandy Coachman, Federal Coordinating Officer for the Texas Joint Field Office. "If your hotel does not participate in this program, hold your receipts and FEMA will assist you."

To ensure reimbursement evacuees first need to apply for federal assistance through FEMA either online at www.fema.gov or by calling the FEMA toll-free call centers at 1-800-621-FEMA (3362), -------------------TTY 1-800-462-7585. Eligible evacuees must fit the following criteria:

1. FEMA must be able to verify the identity of the evacuee;

2. The primary residence of the evacuee must be in one of the counties that has been designated a disaster area; and

3. The primary residence is inaccessible or unlivable due to damage or lack of power.

Because of the high number of calls FEMA is receiving, applicants should expect long wait times and consider calling during non-peak hours. The hotline is open 24 hours. Applicants are strongly encouraged to register online if at all possible. Home inspections do not need to be completed before applying. Persons who do not meet these criteria may still be eligible for other types of FEMA assistance or may be referred to local agencies for possible assistance.

FEMA coordinates the federal government's role in preparing for, preventing, mitigating the effects of, responding to, and recovering from all domestic disasters, whether natural or man-made, including acts of terror.

Burning of Debris from Hurricane Ike

Harris County Public Health & Environmental Services is urging citizens of Harris County to avoid open burning of storm and tree debris created from Hurricane Ike. This includes tree branches and wooden fences.

Improperly controlled burning of debris not only is a potential fire hazard but can also produce smoke that can irritate the eyes, nose and throat. Smoke can be much more harmful to people with lung problems such as asthma. Also, open burning has a negative effect on air quality.

Place all debris near the street and work with your local jurisdiction or precinct personnel to dispose of the debris.

The removal of this large amount of debris will take some time and your patience is requested in this matter.

Boil Water Notice Rescinded for the Entire Houston Area

On Wednesday, September 17, 2008, Houston Mayor Bill White signed a letter addressed to the Texas Commission on Environmental Quality (TCEQ) rescinding the Boil Water Notice for all customers served by the Houston municipal system. Water samples collected for microbiological analysis are confirmed negative for coli form organisms in all areas. Our chemists and laboratory staff perform over 600,000 water quality samples and tests each year.

We also recommend that citizens perform the following tasks as an additional precautionary measure:

. Flush your water service line and household plumbing by running each faucet until you notice a change in water temperature, typically no more than 5 minutes

. Clean out ice makers by making at least three batches of ice and discarding them.

. Drain and fill your water heater and any other water you may have stored in tanks.

Our water systems serve three primary functions; Public Health and Safety which includes high quality drinking water, Non-consumptive usage which includes usage for other household and commercial usages and Fire suppression. One hundred percent of our water system can currently meet all the non-consumptive and fire protection needs of our community.

We have been in constant contact with our state regulatory agency, the Texas Commission on Environmental Quality, and have contacted our wholesale customers, including West University Place, Bellaire, the Memorial Villages, Pasadena, Webster, Friendswood, League City and many others, notifying them of our status.

UPDATE ON TOMBALL-AREA POD

Today (Wednesday) is the final day of operation for the POD located at 14060 Tomball Parkway. The POD is stocked for the remainder of this afternoon.

ALL PODS CLOSE AT 6:00 p.m.

Dialysis Patients Urged to Call Toll-Free Number for Services

Health officials continue to urge kidney dialysis patients affected by Hurricane Ike to call (866) 407-3773 to locate dialysis services. Many dialysis patients have evacuated from coastal areas to other parts of Texas. Others have remained in counties where their usual treatment services are not available.

The toll-free emergency locator service is available 24 hours a day and is provided by the Texas End Stage Renal Disease Network and the Texas End Stage Renal Disease Emergency Coalition.

Dialysis patients are encouraged to watch fluid-intake and to heed dietary precautions.

People on dialysis need to receive the blood-cleansing treatment three times a week to stay alive.

DSHS also urges those who evacuated affected areas to wait for official word from state or local officials before returning to their homes.

Tetanus Prevention after Hurricane Ike

Harris County Public Health & Environmental Services is urging all residents of Harris County to be extremely cautious around debris and other storm hazards because of the increased risk of exposure to tetanus. Individuals can be exposed to tetanus through the soil, structural debris (especially dirty nails), and human and animal feces.

Tetanus is a serious but preventable disease that causes severe muscle spasms, lockjaw and even death.

If you have not received a tetanus shot in the last 10 years or do not remember the date of your last vaccination, contact your health care provider.

If you get a cut or an open wound while working with storm debris, wash it thoroughly with soap and warm, clean water to avoid infection. Apply an antibiotic ointment. For more serious wounds that develop redness, swelling, drainage or do not stop bleeding, seek immediate medical attention.

Tetanus has long been identified as a top health concern for anyone working in disaster recovery areas. Protect yourself and your family from tetanus by getting a tetanus shot now if you have not received one in the last 10 years.

FEMA UPDATE FOR BAYTOWN RESIDENTS

Baytown resident's, whose homes have been damaged by IKE, may be eligible for temporary housing assistance, according to the Federal Emergency Management Agency (FEMA). FEMA, at the request of the State of Texas, will activate its transitional sheltering initiative to allow eligible Ike evacuees from Texas, who cannot return to their homes, to stay in hotels or motels until it is safe for them go home.

FEMA will pay for the lodging directly to hotels and motels. A listing of participating hotels is available online at www.FEMAEvacHotels.com.

This assistance is intended to provide a more appropriate extended sheltering environment to evacuees who cannot return home because their neighborhoods are inaccessible or because their homes are uninhabitable due to damage from IKE. Power outage alone is NOT an approved basis for assistance in this program: there must be damage which makes the home uninhabitable. The initial period of assistance is from September 14, 2008 to October 14, 2008. This program will not reimburse applicants for hotel expenses prior to September 14th. Applicants are responsible for their own meals and for any lodging costs above the authorized allowance.

In order to get reimbursement, evacuees MUST APPLY for federal assistance through FEMA either online at www.fema.gov or by calling the FEMA toll-free call centers at 1-800-621-FEMA (3362), TTY 1-800-462-7585. Eligible evacuees must fit the following criteria:

1. FEMA must be able to verify the identity of the evacuee;

2. The primary residence of the evacuee must be in one of the counties that has been designated a disaster area;

3. The primary residence is unlivable due to damage.

Because of the high number of calls FEMA is receiving, applicants must be patient and should expect long wait times. The hotline is open 24 hours. Applicants are strongly encouraged to register online if at all possible.

The City of Houston Streamlines the Permitting Process for Making Repairs to Gas, Electrical and Water Lines

Mayor Bill White today announced that city of Houston building officials will authorize temporary emergency connections by a licensed electrical or plumbing contractor to expedite certain repairs for homeowners.

If your electrical or gas system has been damaged and requires reconnection, you are asked to contact a licensed electrical or plumbing contractor who is registered with the State of Texas Department of Licensing and/or the City of Houston Code Enforcement Division.

"Our goal is to speed up the process for making repairs for electrical, gas, and plumbing systems during this time of emergency without compromising safety," said Mayor White.

Home or business owners should make sure the electricians' vehicles are properly identified with:

Protect Yourself from Mosquito Bites

Due to the aftermath of Hurricane Ike, Harris County Public Health & Environmental Services (HCPHES) cautions residents that mosquito activity is increasing. The combination of storm debris and standing water left behind has produced many more mosquito breeding sites.

HCPHES Mosquito Control is currently conducting county-wide surveillance to detect disease-carrying mosquitoes and determine pest mosquito populations. Ground-based operation (evening spray truck) and aerial treatment operations will be implemented according to on-going surveillance information.

Now is the time to eliminate mosquito breeding habitats from your property.

. Don't feed the storm drains. Sweep up lawn clippings, leaves and tree limbs from sidewalks and driveways.

. Empty any containers that can hold water such as flowerpots, tires, buckets and other outdoor containers.

. Keep rain gutters clear and draining.

Protect yourself and your family from mosquito bites.

. When outdoors (especially between the hours of dusk and dawn when mosquitoes are most active), use an insect repellent containing DEET, Picaridin, oil of lemon eucalyptus or IR3535 (Skin So Soft Bug Guard Plus). Apply as directed on the label.

. When possible, wear long-sleeved clothing and long-pants.

Keep mosquitoes out of the house.

. Make sure window and door screens are in good condition.

. Seal other openings, such as those around window air conditioning units.

. When mosquitoes are noticed in the home, use a "flying insect spray". Be sure to use according to the label.

THMP/ADAP Clients

Emergency HIV prescription information for hurricane evacuees:

The Federal Emergency Management Agency (FEMA) has activated a special Emergency Prescription Assistance Program (EPAP), available to evacuees in these Texas counties: Aransas, Bexar, Brazoria, Brooks, Calhoun, Cameron, Chambers, Cherokee, Collin, Comal, Dallas, Denton, El Paso, Ellis, Fort Bend, Galveston, Hardin, Harris, Hidalgo, Hunt, Jackson, Jefferson, Jim Wells, Kenedy, Kleberg, Kaufman, Liberty, Lubbock, Matagorda, Navarro, Nueces, Orange, Refugio, San Patricio, Smith, Van Zandt, Victoria, Walker, Waller, Wharton, Willacy and Wood.

The EPAP will provide a one-time 30-day supply of medications to treat acute conditions and replace maintenance prescription drugs or medical equipment lost as a direct result of Hurricane Ike. This special assistance is currently scheduled to be available between Sept. 12, 2008 and Sept. 22, 2008.

If you live in Texas, are already enrolled in the Texas HIV Medication Program (THMP), and have to leave your home due to an impending hurricane or subsequent flooding and storm damages, please call the program directly at either 512-533-3000 or 800-255-1090 to request a temporary pharmacy transfer. We'll be able to set you up at an alternate pharmacy location in Texas to pick up your HIV meds while you're displaced. If at all possible, please take your current supply of medications with you before you leave your home, so that you may continue to use that supply. The new pharmacy you're assigned to will need as much information as possible from you regarding prescriptions in order to supply additional drugs to you, so the labels on your current prescription bottles and any other details regarding your physician will be a tremendous help to them. Remember, if you don't have any additional refills available on the prescription you're currently using, the pharmacy can't fill you

r request unless they can reach your doctor's office and obtain authorization to do so.

If you're a Texas State Pharmacy Assistance Program (SPAP) enrollee using your Medicare Part D plan to obtain your HIV medications, please note that you may continue to fill your prescriptions from any participating pharmacy in the statewide SPAP network. (For example, any Albertsons, CVS, Kroger, Randalls, Target, Tom Thumb or Walgreens pharmacy in Texas can process the SPAP prescriptions.) A complete list of SPAP pharmacies is available at www.publichealthrx.com/pharm_tx_spap.html.

If you're currently enrolled in an ADAP program in your home state and have been evacuated to Texas from a neighboring state, there's a special Emergency Relief Application you can complete and fax into the THMP offices at 512-371-4670 along with proof of identity (such as a copy of your state ID or driver's license) and a copy of your state ADAP ID card if available. Our staff will contact you at the phone number you provide and assign you to a Texas pharmacy location in order to pick up an initial 30-day supply of HIV medications while you're temporarily in Texas awaiting the okay to return to your home state. The application you'll need to complete can be downloaded at: www.dshs.state.tx.us/hivstd/meds/PDF/URGENT.pdf.
